Far to many variables,  item?,  location?,  destination?

There is  a glitch at the moment where some buyers are receiving that message but:

1)   Is your  buyer registered overseas or in Australia ?

2)  Is it for the pick up only item ?

3)  Have you read the new Cosmetics and Perfume Policy which took effect on  5th December 2024 ?

Very possibly there for a very good reason and no way 'to get around' those reasons 

With zero idea of where the buyer is located, if the item is perfume, if you are abiding by the related policies etc etc other members really cannot give the correct advice

Or if the item should have even been listed as it was in the first place
