I got a buyer who purchased 6 items from me but never paid them. I went to look up his/her feedback ratings, which shows that there is zero negative feedback for this ebayer. However, I noticed four negative feedback against this buyer down in the feedback list. I am confused why these negative feedbacks are not reflected in his/her ratings. Does anybody know about this?

Open case after 4 days, close after 4 days. basic maths will tell you that equals 8 days. Not sure where you got 11 days from. Once case is closed, you get your fees back automatically.
If you don't like eBays rules and fees, why do you even use it? Everything they do and charge is open and out there, so any potential buyer/seller can see before they decide to use their service. No-one is forcing anyone to buy/sell on eBay.

I am just stating my opinon with what i have experienced not sure where you get off even replying to my comment. How about minding your business in future that would be a great start. As for ebay rules and fees each seller experiences different problems do not base your comments on only your experience with ebay

certainly not incorrect information from my expreience you cannot open a unpaid item case straight away on ebay Australia you have to allow buyer 7 days to pay then you can open a unpaid item case which takes a further 4 days 11 days in total so how is that incorrect?

That is the old time frame. A seller can now open an unpaid item dispute after 4 days, then close it another 4 days later, for a total of 8.
It has been that way for a couple of years now.
