Hi there, we can only guess with no info to go on.   Just a couple of possibilities,  Breach of 3rd party selling rules, vero related issue (non authorized seller), bank account/ID not verified for managed payments, request or demand of external agencies, etc etc etc.  I am sure others can add plenty extra to the list.

Note: It can be illegal for ebay to pay you, and it can also be illegal for them to notify you why.  In any event if the funds are not eventually released by ebay, they should eventually end up with ASIC and then you will have to deal with them.
