Choosing auction instead of classified

Im trying to sell my boat, but the only option it comes up with is to sell as a classified ad. I want to make it an auction but there is no option to do so. Am I able to do this.

Can I cancel a transaction if I buyer says they can't pay for 3 weeks?

A buyer won a bidding on a shirt I was selling on the 15th and after I sent the invoice, they said they couldn't pay until the 4th. Can I cancel this transaction or do I just have to wait it out?
