Combined postage on app

I get messages all the time from buyers who cannot access combined postage usage the app. I tried it myself and I couldn't seem to get it to work. What's the trick?

Buyer wants refund because he cant work it out

Buyer Has Stuffed up the programs on a xbox 360 RGH plus can't work out how to use it.Now he is threating me with Ebay if i dont give him a refund.Need advice on how to handle this buyer.

Blocking buyers with high chargeback and return rates

Is there any way to ascertain a buyer's history of chargebacks or returns (e.g. % of transactions) and to block buyers on that basis? E.g. I would like to block any buyer who has >2% of their transactions end in a chargeback or return.

Ebay Sync International Postage

It appears that this is simply not supported, but it's a fairly basic and crucial feature (about 30% of my customers are overseas). Are there any workarounds or can this be implemented asap?
