i have been charged a final value fee, but buyer never paid or picked up item and i cancelled item

hi there, i have been sent a invoice of approx $16.00 as a final value fee, but buyer no longer wanted the item, and i never got paid for it, polus i cancel the transaction with ebay.

I'm only allowed to sell 10 items per month? Is eBay serious!?!?!1/!?!? Is there a way to increase this? Btw, it's 10 items per month... I thought it was 10 listings per month. So I am only allowed to sell 10 of the same bracelet under one listing in...

It does look like ebay are taking into account the christmas holidays with estimated delivery times.

My sales dropped off after I called them and they told me I should increase my handling time to account for it. I didn't change my handling time.
