Hi
No this is the BIG one that really really really Peeves me as a seller and I think it is so unfair. I voice my opinion all the time. We get no support from Ebay as a seller. We should also be allowed to leave negative feedback for buyers.

Easy answer is don't offer mutual cancellations without the prior consent of the buyer. That is the purpose of NPBs. With the added advantage of the non-buyer not being able to leave feedback (or you easily getting it removed)

your support from ebay is the ability to open a non payer dispute and get your fees back. why dilly dally around with a 'mutual cancellation' as a favour to a 'buyer' who has not bought from you but just wasted your time??
evoke the ebay terms and conditions you agreed to, open/close a dispute and move on. it is so simple and so efficient and so cost effective to you, the Seller.
