Exactly the way you opened your first account but you need another email address.

You can use the same paypal account for both ebay accounts.....you can have up to 8 ebay accounts linked to the one paypal account.

As lyndal said, go to sign in and instead of signing in select register.

If you are signed in, sign out first.
