are you wanting to leave negative feedback for the buyer that has left you a negative? If your answer is YES, then you have the answer to another question:- "why cant I leave negative feedback?".
Many years ago, when sellers could leave negatives for buyers, there were sellers that would leave retaliatory negatives for buyers who left them a negative. Buyers became unwilling to leave negatives for fear of receiving a negative in reply. This undermines the feedback left for sellers, which is used by so many buyers as a determining factor for whether to buy from a seller or not. When buyers would not leave negatives it meant that bad sellers still looked like good sellers because they retained 100% feedback rating. Unfortunately, the bad sellers from years ago who did leave retaliatory negatives have meant sellers can't even leave negative feedback for non-payers and genuinely bad buyers. BUT, this is the system that is in place now, and by listing your items you are agreeing to abide by this system (not like it, just abide by it).
In your case, I would have refunded the PayPal payment and told them that PayPal offers NO BUYER PROTECTION because it was a pickup item. I would have told them that their best buyer protection is to inspect the item before paying cash, and if not happy with the item upon inspection then walk away without paying (as all pickups should be). As it is, you have asked the buyer to pay an additional $65 for the PayPal fee, which probably gave them the impression you were not happy with the final price and wanted more.
If you leave the buyer a +ve with a negative comment (a false +ve), you will receive a policy vioation if the buyer asks eBay to remove it.

hi,thanks for your coments they make perfect sense.
i refunded the PayPal payment imediately.
then what happened was the buyer contacted ebay and was told he didn't have to pay any more,but he obviously didn't mention that it was advertised as cash at pick up.
he then surgested that i should just cancel the transaction which i did.
then he didn't respond to ebay asking him to agree to the cancelation.
so ebay said i still have to pay a $250 final value fee.
the bottom line is he's still got he's money,i've still got the model cars and ebay is about to steal $250 and when i sell the cars they will take another $250.
i guess i'll just have to bend over,get shafted and grin and bear it.

no, you do not. Were the comments you mentioned in your last post made in eBay messages? If they were, then phone eBay and ask them to look at the messages between you and the buyer where the buyer suggested cancellation. Point out that the buyer disregarded the payment instructions in the listing description and request that the Final Value Fee be waived as the transaction has not been concluded by the buyer, and request that the negative feedback be removed.
If you do not get a sympathetic hearing from the eBay person you speak to when you call them then ask to speak their supervisor. Remain calm, state facts and do not make threats when you call (by threats I mean things like "I will never use eBay again" or "I'm going to call A Current Affair").

I feel for you as that is a huge amount of money to be out of pocket, it doesn't seem right that ebay won't refund the fees.
There are a couple of things I would like clarified.
First off, is it compulsory to offer paypal as one option, are you able to say cash on pick up only?
If I were picking up, I would be fine with cash sale only, but I was just wondering about the ebay ruling on it, that's all.
Secondly, what could you have done to avoid this? Should you have suggested a cancellation and waited for him to respond to ebay and agree to it, before refunding the money (after telling him that was how you were going to work it).
It's been years since I sold on ebay and a lot has changed, so i would be interested in knowing so I don't make mistakes if I do sell again.

i noticed on your listing that you are asking buyers to pay a fee for using paypal, did you know that its against the rules to ask buyers to pay your fees

hi,if i expected PayPal for a pick up the starting price would have been $65 higher to begin with.
i'll just spread the $250 out over future sales until i have recouped the cost.

It is very eassy to avoid this by listing in a way that buyers either have to pay for delivery or they have to pay cash on pick up but if you offered Paypal and had pick up as a delivery option then you had absolutely no grounds for cancelling the Paypal payment and could not ask for any extra payment unless the buyer asked for delivery and agreed to pay extra.
If you sent a request to mutually cancel and the buyer did not respond then after 7 days you would be able to close it and get the FVF refund, you only lose it if the buyer ticks the box to say they do not agree to cancel.
