have had someone contact me in regards to something I am selling, as per below. have obviously told them no I will not do that. The question is though, how do I report this person? they havent technically purchased anything from me, but either way seems dodgy...
how to report them?

I saw in your FAQ you do not ship internationally, but I still wants to try if you may consider :-).
I'm living in the Netherlands and very interested in this set.
If it may be difficult via ebay (i experienced myself as well with selling) and there are no bids, I'm also willing to buy afterwards, pay via paypal or bank transfer and after receipt of payment, you can ship them (should be possible within a letter) for 18.40 AUD.

Maybe it's a scam, or maybe it's just inelegantly worded? If you did ship overseas AND the buyer suggested buying outside of Ebay, that would be a different story. But you don't ship internationally, so how else would the buyer be able to purchase it?
The buyer seems keen - perhaps in this instance you could work out the proper tracked postage of the item to The Netherlands, and make the listing available to them.
Which item is it?

I agree with Jelly that we can't know for sure if it is a scam or not. PayPal also protects sellers (not only buyers) if tracking is available, and the buyer offered to use PayPal. Maybe the buyer really likes the item and is hoping you might consider selling the item to him if there are no bids and has no hidden intentions. We can't know for sure. You could possibly create a special listing for this person, or you could ask him if he would be interested in a special listing if there are no bids. If the buyer accepts, it's all good; if not, it could indeed by a scam.

The seller has already told the person that the answer is no.
It possibly may not be a scam, I have sometimes asked sellers if they would consider posting (this was on small pick up items).
Obviously though, any such sale must go through ebay. If the 'buyer' is experienced with selling he should know that and also know it is not that difficult.
Sometimes posting internationally is not worth the hassle and already we can see another red flag with this potential buyer-they are suggesting what the cost should be and that it should be posted in a letter. Not asking-telling.
I think the seller has done the right thing to say no & to protect himself, report it.

Personally, I don't think it is necessarily dodgy either. It could be, but it must not be.
I always try to give people the benefit of doubt (whether sellers or buyers).

The OP has 6 auctions. None of them could be posted as a letter, certainly not for $8.40 internationally. All I'm seeing is scam. Sure, the buyer would probably pay, but then guaranteed a dispute would be opened for some reason, then the OP would be obligated to provide return postage costs, or be out the item and the money. Report and block.

The OP said $18.40. That amount seems to be for an international registered prepaid envelope, maximum weight 500g, size 130x240mm. Not sure about the thickness. Envelopes are usually thin. I still believe the buyer might not have been a scammer. The envelope was probably not suitable because of the thickness, but he had tried to find out about AusPost and this "could" be an indication that he was genuine.
