Well, then cancel the 48 hrs rule so the seller has to reply and if not that indicates only that he is not serious enough to negotiate

That may work if a buyer doesn't mind having pending best offers that never expire? You're still left in the same position - no response from a seller, except you wouldn't know if they may or may not respond some time later. The 48 hours give you a maximum time-frame in which you'll have an offer resolve one way or another. It might seem like a long time, but at least it's definitive for both parties, and both know up front what the parameters are.

Um, sorry, but lots of sellers have lives outside of eBay, and may actually not work or be available on weekends (2 days = 48 hours) ?
What timeframe do you propose ? are we talking minutes ?
Mind you I have been known to make offers conditional on shorter time of acceptance, which caused a few boardies to have pink fits

If you make it that way that the seller can't sell the item until he responds ( +or-) then the time of response will be short if the seller has an interest to sell and if it is ouside the business hrs or weekend you are not selling anyway

In my opinion, the main reason sellers do not respond is that the buyer makes a very low offer -
I have seen on some of my own listings offers have been less than 50% of the listing price - I don't have to respond because I have it set up to automatically decline silly offers like that -
but for some who don't have the automatic thingy set up, they probably feel that they just can't be bothered to reply.

The time limit is a hard one. On the one hand you don't want it going on and on, but you do need more time sometimes. I put in an offer once, and never got a reply in time. The seller was in hospital having a baby. They contacted me apologising for not replying. I think they had a very good excuse.
people do have busy lives away from ebay, sometimes 48 hours is not long enough.

The only thing that does (and should) effectively 'reserve' an item for a buyer is buying it - the ability for members to withdraw an item for sale while a best offer is pending has high potential for abuse, so I'm sorry but I can't really see that being feasible.

At least open the response time indefinitely to the seller and give he buyer the right to withdraw after 24 hrs.

Only conditional in case of giving a wrong price ( 99.50 instead of 9.50) of if hte description has significantly changed.
Otherwise Best offer are Binding!
