is it true that seller cannot revise a listing more than once in 15 days?

i asked a seller to change the item photo to accurately depict the actual item. Seller told me that she cant revise the listing photos until 15 days have passed because she already revised it two days ago. Is that truth?

I got a listing violation and I was not allowed to change anything on any listings for three days or list any new items. Maybe they have a violation too but didn’t want to say.
