i asked a seller to change the item photo to accurately depict the actual item. Seller told me that she cant revise the listing photos until 15 days have passed because she already revised it two days ago. Is that truth?

I regularly revise my listings three or four times, trying to improve them. ( should read fixing my mistakes )

I hope they're not using stock photos for 2nd hand items

The only restrictive factors on revising a listing is if there are bids or less than 12 hours left.
Cannot revise in those two situations.
However every time a revision is done it can take hours for the item to appear in search results.

If it's an item you are interested in the seller can send you a pic through eBay messages. So no need to give them your personal email. If they don't want to do that, you can assume there's something not right and move on...after reporting the listing if it looks like a stock photo for a not new item is what they're up to.
I bought a new item with a stock photo...if by new the seller meant run over by a truck after being through sheep dip, then yep it was new...so stock photos aren't always representative of the truth either.

I purchased a book that used a stock photo once. When it arrived, a third of it was covered in bright blue house paint. ( not mentioned in description either ). The guy had also offered combined postage and then charged me $65, three times the actual post cost of $21. They got all upset when I left him a negative feedback. .......... so sad........

"a third of it was covered in bright blue house paint. " How the H.E.L.L do you get house paint on a book?

Why would you pay $65 for postage when the listing stated $21?
How many books were combined for the $65 cost?
