It depends on what kind of restriction it is - if it's listing limits, which restricts the number of listings (as well as total dollar value) you can have per month, eBay will raise them automatically from time to time after some good selling history has been established. You can also request a higher limit via a link on your selling page. Sometimes adding a valid credit card to eBay will raise limits, as well (usually 100 listings or $7500 as standard).
If the restrictions have anything to do with feedback received (including low detailed seller ratings) the only thing you can do is try to work with the limits and hope your ratings improve (presuming you're actually able to list items - if you're not able to list anything at all, you can try to appeal to eBay, but success rate for having things like that overturned is pretty low, unfortunately).

is not about the listing limits, i can not selling anything for some reasons
Without knowing the reason why, it's very difficult to know the best way to resolve, unfortunately, so I can really only suggest contacting eBay to see if there is technical issues preventing you from being able to list, or something else.

If you check your seller dashboard, it might show you what caused the restriction, otherwise I still think contacting eBay for clarification is the way to go - those kind of restrictions usually have to do with policy violations, or low ratings from buyers. If none of those should be an issue, eBay will hopefully be able to resolve for you.
You can contact them by clicking Customer Support at the top right, there should be a 'Contact Us' button on the page.

You would have received an email from ebay at some point notifying you of what the issue was. I'll take 2 guesses-how many unpaid item disputes have been opened against you ? Did you get caught selling fake Microsoft products ?

So I guess to answer their question on is there any way to get rid of the restriction for selling, the answer would be NO!
