This is a purely a hypothetical question.
Buyer buys item on ebay and pays with paypal, I offer registered post so they elect to use it as it is more secure.
The item does not arrive and the buyer puts an INR case in with paypal which they don't win as I have proof of postage. No money is refunded to the buyer by paypal and they have no item.
I then go to AP and claim the item was not delivered and get compensated by them.
Basically I get they buyers money and the insurance from AP, is this correct??

If I were the seller I would refund in full the cost of the item plus postage and then make a claim with Australia Post

It's rare for a registered article to go missing but as both parties know it was registered and the seller is the holder of the post marked receipt to make the claim, the seller should refund without the need for the buyer to open a case. The buyer could also get proof from Aust Post the item is missing and enter that into the PayPal case details should a case be opened.

I definately would as well, I am just trying to make a point that paypals seller/buyer protection is flawed.

Yes you are correct that it is flawed as yes the seller could end up with a payment from Paypal and a refund from AP and the buyer could end up with nothing.

I have had a fully trackable item go missing in the mail and neither of us was out of pocket. The seller eventually got her money back from Royal Mail and I was refunded by paypal.

I was under the impression that paypal are not an insurance angency.

yes... this can happen
also .... seller could refund buyer out of the kindness of their heart and get a refund from paypal AND get to keep goods, as Paypal DOES NOT advise seller if discretionary payment is made to buyer in situation of lost parcel.
