cant open an unpaid item ...system keeps requesting i nominate the item ...i do so biut ebay continues to go round in circles

Sounds like a loopy glitch.

Try clearing cookies and temp internet files then restart computer.

Also clear browsing history on your browser.

Use Chrome or Firefox if using IE.
