The listings should show whether the seller can/will ship to Tasmania.
If the listing states that they will not ship to Tasmania there is no point in asking.

if you are selling seeds then you should research which states you are permitted to send to.
I read something within the last month about WA imposing a fee on those West Australians that buy seeds from interstate. "West Australians who buy seeds from interstate by post will soon be hit with a quarantine inspection fee of $56". See http://www.abc.net.au/news/2013-06-25/buying-seeds-through-the-post-will-cost-more/4779770
As for Tasmania, take a look at http://www.dpipwe.tas.gov.au/internnsf/WebPages/LBUN-6GMVYK?open
Google is your friend when trying to find this information. Just do a search for "sending seeds to tasmania" or "taking seeds to tasmania" or for any other state that is likely to have restrictions (SA, WA).
