GTC incur a listing fee each time they roll over.
So, yes, if you've used your 40 freebies you will be hit with listing fees.
As Kopes said, use 30 day listings and auto-relist. Even if you don't get the auto-relist, you won't be worse off and you won't get any surprises.

if thats the case these people with 4000 to 5000 items are paying nearly $6000 a month in listing fee,s . its one platform that is getting to dear for me,, as im about list everything ive got which is over 10000 items

If you have 10000 items you should think about getting a ebay Store. A Featured Store costs $54.95/mnth and you get Monthly Free Listing Entitlement of 1500 Fixed Price items and reduced FVFs, an Anchor store ($549.95/mnth) gives you 250000 Monthly Free Listing Entitlements and lower fees again

It depends whether or not they have a store. I have 2300 listings in my store and I pay $27.45 per month for them, as they fit within my 600 included listings per month.
Or if they use the unlimited listings for non-store sellers available every weekend.

I see you have opened a store. This is what I would have done instead. Every weekend (at the moment) eBay is having unlimited free listings with $1 FVF (this weekend has unlimited complete free listings, which don't apply to stores). I would be spending each weekend listing as many of your items as possible, for 30 days, not good till sold. You would only be halted by listing limits. You say you want to list 10,000 items, does your listing limit allow you to list that many? Opening a store doesn't increase your limits, so depending on what you've paid for, you could be wasting your money.
Since this $1 weekend started, I haven't been ticking the auto relist box on any items over $10. I let them end each weekend and then I relist. I do that because if they auto relist, they no longer qualify for the $1 FVF's. I couldn't tell you the last time I used any of my 40 free listings. Months and months. I only use the unlimited at the moment while they last.
Say they stop the $1 unlimited weekends. You can still have lots of items listed without paying insertion fees. You just have to be patient. It appears that the free relists have increased from 3 to 8 or 9. This month, list 40 items and tick the auto relist box. Next month, they auto relist for free and you can list another 40 items for free. Next month, the 80 auto relist for free and you can list another 40 items for free. Next month, the 120 items will auto relist for free and you can list another 40 items for free. By the time the first 40 have relisted 9 times, you'll have 360 items listed without paying any insertion fees (of course that number would be less if you are listing as auctions). Depending on your listing limits, that could be all you need.
I have been selling for 10 years and have a listing limit of 570 on my main account, so before you go paying a fortune for a big store, check what your limit is.
