because they dont realise how easy freight is, or how much more money they can probably get for their item when millions more people have access to it. They also apply their own bias about postage prices onto their buyers, and assume people wont pay it.
That, or theyre lazy (which is fair enough too).

Because you can't post a large refrigerator or lounge suite with Australia Post.
Many items are too big to post and there are sellers that don't want to need to pack items for a courier, wait all day for a courier or worry about damage during transit.
Not to mention PayPal claims and chargebacks.
You can set up a search and be notified if someone lists one in your state.

Or perhaps, they just want it that way !!! Sometimes it may to too large to send.

I have to admit to being a little surprised when I see listings for CDs and DVDs, or other small light things that can easily be posted as a letter, for pick up only.
Even more so when the item location is another country (I see quite a few items listed on Oz eBay, available worldwide, located overseas, and marked pick up only. I would guess it's an oversight when listing, but considering the procedure to list as pick up only - and get that to actually display in search results - I do wonder... ) .

Quite simply because a low price item would cost more to post or ship notably when it is large or heavy.
Not all sellers have a established courier to give cost effective freight costs and have to rely on good old Aust Post.
I have recently sold a few $10 - $20 items that would have cost minimum $30+ to send Aust Post (probably closer to $50).
Quotes for Freight were about the same and most I would have to deliver to the courier or freight company as I am not on a established route. I was puzzled why this was even being asked but on the other hand I have had some items listed as Pick Up only and recieved messages from buyers who have been happy to arrange their own freight, which I have no problem with as I deem that to be "Local Pick Up".
Perhaps in the interest of opportunity the "Local Pick Up" could also include "Or buyer to arrange Freight".

They may not know how to send it affordably.. just easier to not to offer it
Only thing that annoys me is when you are searching and make use of "price + shipping - lower price" - it includes pickup only items...

it would have to be a choice to include that in the local pickup option and not the default or compulsory.
The reason is that items that are picked up do not have to be packed or wrapped. Also, the seller would have to make themselves available for the time that the item would be picked up by the freight company and this may be inconvenient or simply not possible due to work commitments.

If it's an item that can be posted, I've asked interstate sellers if they would consider posting. Only one has ever said no. Most said they didn't add postage as they didn't think buyers would be prepared to pay it. I always tell them that I am more than happy to pay for postage costs, including for packaging and handling. Sometimes it's just a matter of asking if it fits into what can be sent by post.
