Two unpaid buyer strikes, and the non-payer cannot buy from another seller with a block in place.
if a buyer does not pay for an item that they may have wanted at some stage...why would they pay a fine?
this has been discussed before, you can search the boards for previous threads, top right ๐
sellers need to open unpaid item diputes after four days of non-payment, still no payment, close the case after four more days. Then the buyer gets a strike on their file.

Aside from the fact it would cost more to collect a fine thanebay would be getting what about people who come here with second thoughts after buying something and we say SCAM, don't pay. How many staff do you think ebay should employ to go through all the unpaid items and sort out the ones who should be fined from those who shouldn't! Do you want to pay the extra cost added onto your fees?
I get very few non payers as I have all my blocks set to maximum effect.

Perhaps read others posts on non payment threads PJ.
I think many of the suggestions to improve the system involve NO staff whatsoever.
Suggestions include, eBay instituting a default non-payment block when a trading account is opened in the first place.
A seller could then have a choice to change or remove the default blocks, as they do now, it could just be set to levels for newbies where the highest protection is in place when first start selling.

if you want buyers to pay immediatly, then list your items as Buy it Now only, with paypal only, and tick the Require Immediate Payment option
for sellers not wanting Non payers ebay have put this system in place, for all sellers to use.

yet people expect eBay to absorb the costs when they are not prepared to take on the responsibility themselves?
Maybe eBay have implemented the most financially sensible tools for themselves whilst providing several methods for sellers to protect themselves as well.
and i am pleased to see that they have closed the loophole on their policy about negative feedback with a positive comment.

Need a 3 strikes and you're out system. Then prevent them from starting up new accounts by locking out the IP address

that would stop some, but what avbout the members who use wireless? internet cafes or dongles? from work?
with the amount of mobile devices in use these days and the multitude of hot spots to connect to (even portable personal ones) blocking ISPs is fast becoming a thing of the past.
