Seller will not refund without a request to refund by me but I do not have this option. Payed more than 2 months ago and expected delivery was today. Unable to get an answer about a refund as cannot make direct contact with ebay. Please help

Both the option to open an item not recieved dispute nor Live Chat is there/working?
Is that correct?
And is it correct the seller confirmed they never posted the item, rather than it just not turning up?
IF that is the case, personally I would go with the not recieved dispute rather than trusting them to refund
Is today the first or last day of eBay's estimated delivery guess?
If today is the LAST day, then
It MAY be tomorrow you can open a dispute (if it is set up on US time, which sometimes happens)

Yes that is my next option as the seller never marked the item as posted and admitted never posted. So I will try open a dispute tomorrow thanks. today is the last day of expected delivery

I would certainly go with the dispute then, it would not surprise me otherwise if the seller 'says' they will refund but then messes you around in the hope that it will be too late by the time they have stalled you to open one through eBay
