Refunding Customers. Has eBay made changes?

After 1.5 hours on Live Chat this morning it appears there are new rules about refunding customers. 

Sellers are no longer able to issue a refund, or a partial refund, through the eBay platform - unless the customer first lodges a dispute.  

Is this correct?

Do you have enough cash in your PayPal account to cover the total refund amount, including any fees or taxes that may have been removed by eBay?

Yes it seems to be correct. I,ve spent quite a lot of time searching for a way to do a partial refund for combined postage ( because the request combined post invoice system seems to be a total mess at the moment ) and cant find anything, anywhere. I have had to go into paypal and send the payment from there. Heaven help me if the buyer funds their payment with a credit card or afterpay as I have no idea how to refund using those systems. 

 

Its so bad that in one case I simply put a $20 note in with the customers order as that was the quickest and simplest way to partially refund.

 

Only one of my selling accounts is on managed payments, one is transitioning and one hasn't been moved to managed payments yet.

 

Its very frustrating. The more changes ebay make ( and they are changing things constantly ) the more unworkable and dysfunctional the system becomes as glitches and faulty systems are layered over the top of other glitches and faulty systems.
