How can buyers buy an item at a cheaper price than what it is listed for?

I have an item priced at $39.95 free postage.

A buyer purchased this item and was only charged $37.95.

I did not send a code for any discount and they only made a single purchase

What was the item number, can not see a recent sale for $39.95 with free post.

You did sell an ebay plus item for $35.95  and I think you get $2 if the buyer is an ebay plus member and upgrades to express post, so that would make  $37.95

Yep, but if you buy 2 postage becomes  $12.90,  so a total  of  $88.80,  does not add up with OP's figures.

Hmmmm....in post #3 OP says free postage, so they don't appear to know what's going on at all.
