$1750 eBay Scam? Has this seller scammed me?

Hi all,
I ordered an expensive $1750 brand new Nikon camera from a seller. Before it was dispatched i strictly told seller to recheck my address and name and don't use safe dropping method.
Some facts:
- item location is Melbourne, gets posted from Ashfield, NSW
- Sellers suggested bank transfer (I refused, opted Paypal)
- The items get delivered somewhere but the tracking number just shows that it was delivered in my suburb.
- Seller used a 500 gram express post sachet to post an expensive piece of electronics (Camera's body itsself is 750 gram without box and stuff) .
- Seller also didn't use "signature upon delivery" according to AUPost.
- investigation with Aupost and dispute with eBay and Paypal lodged the same day.
- Seller requested to close the disputes so he can get the funds from Paypal. Also, the parcel is in Aupost system and will only get delivered to my address when PayPal will release funds (tracking number shows "delivered" already)
- Sellers account gets suspended.
- Seller wants time till Monday to make sure package gets delivered to me.
I haven't received anything nor want to complete this transaction with this seller because of my suspicion of fraud.

Yes. PayPal's investigation team in Koala Lumpur is just too slow and not reasonable with their investigation responsibilities. Upon calling PayPal and screaming at them for their lousy "investigation" process they reopened the case.
PayPal is helping scammers scam Australia. Seller can get away by providing a tracking number to them and they will release buyers funds into seller's account. WOW! Appealing taken nearly 3 weeks to 2 months. Since the parcel got delivered on tracking number I have calling and emailing them but they still believed seller was telling the truth.
Bravo PayPal!

Yes, eBay is quick in these things. I think PayPal relies on data from eBay hence needs more time to resolve issues.
On eBay, seller was asked provide more evidence and he never replied back.

Have you told them that all the items have been removed from this site including all the sold items,(so there was
no sales and all buyers need to be reimbursed due to them being scam listings).
These were the items that were sold by that hijacked account,(the sellers is still current so it would've been a
hijacked account so include this when you talk to them).

PayPal still did what they did initially. They relied on the tracking number so I lost the appeal as well even though all the necessary evidence (6 files) were attached on the dispute page.
I was told by the call operator that PayPal has 15KM radius policy. If a package gets delivered within the radius PayPal accepts it as delivered. **bleep**!

zain5700, you can also open a dispute with the Financial Ombudsman.

You have a good chance of receiving a refund as long as you provide all of the relevant information.

Or, at least, Paypal has reopened the case. I think.

They said they lost the paypal appeal, so they probably haven't got their money back. I think.

My guess is a lot of buyers would not be completely clear about the differences between claiming through ebay or paypal. They would probably be more inclined to start at ebay, just because it is easier to find as the option is in the drop down menu where your purchases show.
To me, it seems pretty clear on all fronts that this buyer has been scammed. The weak link here is paypal. I can't understand why they don't get in line with ebay and require proof of signature for items over a certain value. Anything that costs $1750 should (by my lights, anyway) be sent with signature required. In fact i think you could take a thousand off that & signature on delivery should still be required.
To protect both sellers & buyers.
