Difference between eBay invoice amount and PayPal invoice amount for USD purchase

Any tips? EBay invoice for items shows around $198 aud inc postage and GST, when converted from USD, whereas when I go into PayPal to pay it the total comes up to over $207 inc postage and GST. 

Shouldn’t the numbers match? Is there a better way to process the currency conversion?

Paypal charge 4.5% (I think) currency conversion.

Ebay can't - they're not a Financial Institution, so they can't add that on to their invoice.

Paypals exchange rate includes there conversion fee, whereas most other institutions charge a separate conversion fee
