If ebay have closed the dispute you are free to open a Paypal claim. Make sure you tell them that the address which it shows as deliverd to is not yours. If you have to phone Paypal and ask to speak to a superviser, if that doesn't work tell them that you are going to complain to the FSO.

How do you know the address was changed?
I would write to Aust Post via Messenger, (they respond pretty quickly). Give them the tracking number and ask them to confirm the delivery address and to email you the confirmation, this should prove it was delivered to another address.
i had a buyer who lodged a Chargeback via her bank, stating unauthorised transaction. I wrote to AP and they confirmed in writing the delivery address, time of delivery and date of delivery, which was the buyer's address. She also confirmed via email that she had received it. If the item was delivered to a different address they may be able to confirm this. By doing this Paypal released the funds back to me and used the info to fight the Chargeback.

It would be well worth lodging a notice of fraud given this thief has scammed $3500+ from people.

Have you opened an official dispute with paypal since ebay has refused you claim.
It can only be done AFTER the ebay dispute has failed.
I don't know who told you that paypal will not do anything.....it is my experience that they will!!
Don't go into too much of your theory of why you did not get your item....it sounds very unlikely to me anyway.
Do a Stat Dec stating that you did not get the item even though it was supposedly delivered. If you can get something in writing from AP it might help.
Open the dispute and upload every scrap of information that you can get your hands on.....but again, go easy on the theory as it sounds very sus.

Do you have a PO box or just a normal letter box or safe drop ? If the parcel has been delivered to a letter box or safe dropped on your doorstep where others can see it, it is quite possible it could have been stolen after delivery by AP. I suspect this is one of the reasons for the high rate of Item not recieved cases compared to AP,s internal succesful delivery ( or lost item ) statistics.

Not sure but this sounds like in the past if an item was delivered within 30km radius from where it was supposed to be delivered to then ebay were ok with it lol
