I have a problem with a listing - have contacted PayPal and Ebay by phone - no resolution. Also contacted overseas seller who replied that they do not ship to Canada or any other country. Listing includes posts to Australia and many other countries. Why is this listing on Ebay Australia?

Only accepting payments from US PayPal accounts is a setting available to US PayPal account holders, and is one of the few that carries over to ebay (for example, in Australia you can set up your PayPal account not to accept eCheques, but this doesn't carry over to eBay).
ebay are notorious for opting sellers into the Global Shipping Program without their knowledge, and in many cases the first a sellers knows about it is when they get an international sale - in this case, you can't buy and pay because the PayPal account setting, in conjunction with requiring immediate payment, negates the offer of international postage eBay decided to put there (if the seller didn't require immediate payment, you'd be able to BIN the item, but you wouldn't be able to pay).
It seems pretty obvious to me the seller has set up their listings to only be available to US buyers, but eBay - in their wisdom - have decided the seller's settings / wishes don't matter and added the GSP shipping options for international sales.
The listings don't deserve to be "deleted", the seller just needs to be informed their listings have been opted into the GSP, and how to opt them back out.

If they use GSP the item will be shipped to somewhere else in the USA, so technically even if they only post to the USA your transaction should go through. The seller probably doesn't even know they were opted in.
Oh, I see that the problem was with PayPal US.

In a nutshell -
Seller doesn't have to sell to you, if they don't want to, and you can't make them.

I have tried to pay through PayPal - the PayPal page fades out then goes back to the Cart page and asks for my credit card details which also leads nowhwere. Then I get an email to say:

Dear customer, that site that you are looking at is not Hanes Official EBay store. We have lots of business and individuals that buy from us and resale. If that entity has a way to ship to Australia, that is how they have their store set up. Sorry Hanes Official EBay store does not ship to other countries.

Well it proves one thing.....ebay cannot opt the seller in to the GSP delivery if they really don't want to ship internationally.
Just do a search for the item you want from another seller. Hanes are obviously happy enough for others to sell their brand.
