I used it around 6 hours ago on a spend of $115.00 . Worked fine for me.

Try it. That's the easiest way. You have to use the cart for these promos, so it's easy enough to back out if the promo code doesn't work.

Yes you can test if vouchers work for sellers with IPR otherwise you need to use the cart as dave suggests.

I just found out from eBay it is only for selected items over $120, and only for items showing the voucher. Seems to be mainly furniture and electronics. It is for none of my items anyway.. Thanks everyone.

I tested it in the cart yesterday and 4 out of 5 items were ok even though they were not showing the voucher - they were foodstuffs and jewellery so it pays to try it out in the cart
