In this case he makes sense, its a pickup item and PP provides no protection for the buyer or the seller

While the reasons the seller wouldn't want to accept PayPal are understandable, the rules are if you offer it, you have to accept it.

My recent experience on a seller like this was not good. You aren't covered if the goods are faulty etc. Cash on delivery means you have no means of recourse if it doesn't work out so my advice is move on

You aren't covered by Paypal, either, if the goods are faulty. The idea of pick up is to inspect the goods before you take them away. Once you take them, you are acknowledging they are in advertised condition.
