The listing also says that the item is in Australia but if they run short of stock they may dispatch from Hong Kong or Taiwan. This means it may well be delivered by a courier. I would say they are covering their bases by making a blanket rule of not delivering to a PO box.

When my ipad arrived in the post it was a bulky item, it had so much packing holding the ipad in place and triple boxed so maybe they are sending them is this fashion.

emcmad no one is saying that it is easy to see, just saying that it is in the listing.
You need to read the terms and conditions that apply to the transaction which involves clicking on a link to them.
I personally don't like the way the seller has done the listing because you do need to click on links.
IMO all terms and conditions should be on the listing page in a reasonable size print.
No one can make the seller send the item so you can only reasonably expect a refund.

I live out of town so I use a PO Box. If sellers won't post to the PO Box I have an arrangement with my post office where I just put their street address and they sign for the parcel (if necessary).

For those wondering what came out of this.
Unpaid item case expired and strike was recorded.
Strike was appealed (via listing violation case dialog) and subsequently removed by eBay.
Item not as described case, closed by myself.

I think your answer is right on the money.
I ordered a $2 item from China.
Weighs a couple of ounces.
Would fit into a small flat envelope.
Postage is free -but they will not send it to a PO Box.
As you suggest, it may or may not be sourced locally. Depends.
Either that or they want your street address because your street address is the main road to ID theft.
So there you are guys, size doesn't always count -big iPad, little iPad, they just won't put it in a box for you.
