Hello folks, on the 5th of November l purchased a supposedly fully working Laptop item # 281481276540 the item arrived well packed and secure via Aust.Post on the 18th. Item was coming Road Transport from Brisbane, Qld.
I purchased this particular Laptop as l had all the missing parts to make it workable. The Up Arrow Button appears to be fully reset into the keyboard, aligned to the two blank keys. I cannot enter/set functions in the Bios Settings. The Page Up & Page Dn keys do not allow you to access them in Bios. Therefore l have no way of setting up a Hard Disk Drive to Boot To, set, arrange order, etc.
Unit will not even Format any HDD, even when it is recognized by the Laptop. I cannot win anywhere.
Seller refuses to accept Returns, even though it was listed in the Used category, meaning it must be fully operational. I was drawn to this Laptop by the constant mentioning by the Seller, of being fully working. I have opened an Item Not As Described claim today through PayPal. PayPal told me in an email today, that if there is no reply, or a reply that is not to my liking, by the 26th Nov. they will intervene for me. Is there anything that l need to do, or have not covered here ? Any thoughts appreciated.

Actually, I agree you have a case for not as described. The listing specifically states:
"Used: Dell D530 series Laptop with Missing Power Supply, Harddrive and Caddy, This Laptop has been used previously. The item has some signs of cosmetic wear, but are fully operational and turns on to the BIOS. Laptop in great Condition.
NO DAMAGE TO THE LAPTOP - THIS IS IN GREAT CONDITION
You can see better in the listing photos than your photo that the arrow keys are mashed down, so it is clear that the laptop was sent to you in a faulty condition. I could only see this because I knew where to look, I don't think this is obvious, and could easily be dismissed as cosmetic damage, given how adament the seller is about the laptop's great condition.
That's good for you, if they try to say that you damaged the unit. It was up to the seller to specify faults, rather than for you spot a potential problem. The seller is very specific that the laptop has no damage!
If you had used ebay MBG, you might have had all postage paid/refunded, but through Paypal you will have to pay return postage unless Paypal gift you the cost, which they do sometimes.
