What the article that you linked to says is actually:
"Fifty-three per cent of people continuing to do their shopping, continuing to go to work continuing to do all sorts of things," he said.
Dont get me wrong, there is no excuse for not isolating while awaiting test results, BUT there is a big difference between 90% and 53% and a HUGE difference between any % of those tested and all Victorians which is how your post came across.
What it looks like (to me) is that in your haste to rubbish Victoria and Dan Andrews you saw what your posting predilection wanted to see in the linked article and then came here shooting your mouth off:

If think to encourage compliance - if the currently employed has a coronavirus test , while isolation that person should be paid their normal salary by the State - and if tested infected should be paid their normal salary by the State during treatment
Also if in home recovery a social support worker would be peace of mind and practical help in being allocated to assist in maintaining home living function , assisting where required even if just by phone
( An infected persons job should be guaranteed available after discharge from treatment - unless now medically unfit for that job)
Current problem is , during rampart spread , there is a confirmed tendency for many to keep working to maintain earnings , also shopping if no one else can
Allocated domestic support and Govt wage compensation would encourage more diligent compliance
Continued non-compliance would of of course incur much harsh wrath and loss of freedom to be voluntarily compliment

I'm sure Scomo will be thrilled to hear of your idea. He won't even consider paid sick leave for casual workers even though it is quite clear that the lack of it is causing sick people to continue working.

okay, just saw the midnight news on abc. They had the numbers of people in Victoria who make up the โ9 out of 10โ figure that Daniel Andrews mentioned in his news conference.
3,400 people who had been unwell and didnโt isolate before being tested made up the 9 out of 10 that he spoke of, and that is appalling.
Vic population is about 6,359,000 (source: google Link)
% of unwell Victorians not isolating before being tested is therefore 0.053% which is 5.3 in every 10,000 people (far from 9 out of 10 which would be 9,000 in every 10,000).

According to the news statement I read, of the 3,810 positive results from the 9th to 21st, 9 out of 10 people didn't self isolate after they got symptoms and before they were tested. 53% of them still didn't isolate themselves while waiting for the test results.
That's 3,429 selfish mongrels who don't care who else dies because of their actions and how many other people lose their jobs from things being locked down even further. If they went to work because they needed the money, what good is that going to be when their whole workplace gets sick and the place closes down? A lot of them were out shopping or doing other things (I'll bet a lot of them weren't even essential).
Don't assume they do the right thing in regional Victoria. A couple of months ago when we were still in the first lockdown I had to go to the bank and a staff member stood right up beside while I was learning how to use a different atm. Not only did she stand beside me, she kept reaching over in front of me to touch the screen. Yes, I'd touch the screen, she'd then touch the screen, then I'd have to touch it again (several times). I should have rung afterwards and complained to the manager!
Someone visited me about three weeks ago. We stood outside at an appropriate distance and he told me how he was talking to a local, and when the local put his arm out and said, "Whoa, that's close enough," the man who visited said to him, "The virus just isn't an issue here - we DON'T have it." The other man said, "It may not be here but I've just come from Northcote, and Northcote DOES have it." It just shows the stupidity of people who think that because there are no known cases there can't be any at all. None of us know who anyone else has been in contact with so we have to keep our distance from EVERYONE.
I wish they wouldn't do news segments on different groups and have them pose for the camera in a close group. I see it too many times on tv, and no, they're not old stories!
