Just a thought.....Do fertility clinics have fridges that cool to that level ? I know in the animal husbandry industry ( artificial insemination ) the straws of genetic material are carried around in containers of dry ice to keep them super-cold. If so there may be quite a few freezers capable of storing the vaccines. Whether they have spare capacity is another matter, but if the freezers are relatively common already it may not be that difficult to produce a few more.
EDIT - just did a google search and it appears genetic material is already commonly stored at temperatures much colder than -70C so the technology and equipment is already commonly used, well understood and readily available.

Passengers on a flight from Sydney to Melbourne have been told to self-isolate immediately after two German travellers failed to quarantine in New South Wales.
.................The two foreigners are now isolating in Victoria and it's not known whether or not they had contracted coronavirus.
