Despite 2 reminders, then a non payment sent from ebay seller still did not pay, but did go go crazy as thought I was impatient after 7 days no payment or any communication at all from them. I closed the non payment with ebay to get my fees back and thought that was the end. But have just found they could leave STILL leave me feedback.
I believe they may have only been able to leave positive feedback, but not a good comment, and my star level went down too so presume I got 0 stars from them.
Has anyone else found this out, as I believe non paying sellers should not be able to leave feedback and could not before. Or is this another new ebay thing please?

I usually check buyers feedback if have do not pay. If they do not pay me I am not usually the first but one of many. Rather than being negative I am patient if I know they have some problem, and have waitied up to 3 weeks before payment, as long as I get some communication.
And I do wait a week, just in case away/hospital/etc etc as sometimes in life the unexpected happens.
I do not action a did not pay as usually most non payers pay then after that reminder, only if I still do not hear after a week.
I did think leaving feedback was alright as I was being truthful. Did not know I was not supposed to do that.

Hi, you seem to know the Ebay ropes well. Note you made a comment about being able to block a bidder if you see they have a number of strikes.
The best way to avoid non payers is to go through the dispute process so you get your fees back and the buyer gets a strike. If you then set your buyer preferences to block anyone with more than one unpad item strike you should see a significant drop in the number of non payers.
Where do you find / access such information, i.e. buyers who have unpaid item strikes?

There is no information to access, you set the blocks in your Buyer Requirements and anyone with 2 or more strikes in 12 months can't bid/buy from you.
Go up to the top of any eBay page where it says "G'Day <your name>" click on that, then click account settings. The menu on the left, click site preferences. Scroll down to buyer requirements and on the right, click show, then edit.
Buyers with unpaid strikes, set to 2 in 12 months.
Buyers in locations I don't post to, tick
Buyers with policy violations, set to 4 in 6 months
The next 2 options are up to you, I don't have them ticked, but others do. They are self explanatory.
Buyers who haven't gone through phone verification, tick. Up to you if you want to tick the 2nd box. I have it ticked and set to 5. That setting can stop scammers with 0 feedback trying to buy from you.
Apply settings to current and future listings, tick
Don't allow blocked buyers to contact me, tick.
Submit.
You now have appropriate blocks in place. It doesn't stop non payers as you might be the first person they haven't paid, but after they have not paid twice from any seller, they can't buy from you.
If you go back to where you opened buyer requirements (by clicking show), at the bottom of that box is buyer requirements activity log. Clicking on that will show you everyone who has tried to buy your items and were blocked after you put your blocks in place. Thankfully, I don't get many, but some sellers get a lot. I tend to check it every few weeks as I don't get many.

That's a little non sensical.... you make the time to look through the feedback of sellers and buyers when they comment on
the boards (whether you need to or not) to address their questions... yet you do not have the time to look at a bidders
