Anyone else have problems with ebay / paypal when it comes to 'local pick up only' listings.

Dear ebay,
 
the reason my account payment was declined is because there were insufficient funds in that account because your partner, paypal, withheld buyer payments to me.   
These funds were withheld for 21 days.   The reasons given were that I did not have a seller history and may be a scammer!   This is despite having a paypal account for more than 10 years!
 
I was told by a paypal representative, on the phone, that my funds would be released earlier if I would just provide a tracking number for shipment of the goods.  When I pointed out that the item in question was a full sized horse cart, that would not fit in a post pack and that the item was sold as LOCAL PICK UP ONLY, not only was the representative unwilling to suggest how I might provide such a tracking number but just hung up on me.
 
When your partner paypal eventually released the funds in question, the transfer to my account took 3 days to complete.   Not only was paypal rude and unhelpful in this situation they have not offered interest on the money withheld for an extended period of time.
 
It may be of some benefit to many ebay sellers who list items that can only be sold to the buyers on the basis of LOCAL PICK UP ONLY, an option you provide on your listing format, for you to provide a process that actually recognises this when it comes to accusing sellers of not not performing properly regarding delivery.    I am tired of receiving notices from ebay telling me to post or provide tracking numbers for pick up only items.
 
This problem was created by ebay and paypal, it is up to the both of you to fix it.

I beg to differ.

I sell many pick up items (golf carts,machinery etc.)...all are cash only transactions...works for me!

 

Length of time as a member has no bearing on the hold...selling history is what counts.

You sign up for and accept the conditions of both eBay and PayPal.

 

eBay is mostly a computer automated system and irrelevant notifications only need to be ignored.

Granted, there are certainly improvements that can be made. But I'm not holding my breath.

PayPal has a 21 day hold on payments if a seller hasn't sold anything in the past 90 days.

The seller is classified as a new seller.

Why are you accepting Paypal as payment for pickup items? You should be paid by cash when pickup occurs. Then you have the money immediately, and can mark the item as both paid and sent in your Sold list.
