Ebay you need to reinstate the negative feedback option for non paying buyers. I have had numerous items bid on and not paid for because buyers know they can get away with this as their is no repercussion that affects their feedback score. In fact several members had positive feedback but negative comments associated.
And although ebay may offer a credit for unpaid items, it cannot refund the time lost/wasted on these buyers. Often a second chance offer is not accepted because the second chance buyer has purchased elsewhere in the time it has taken to try and get payment from the originaly buyer.
Bring negative feedback back for NPB Ebay!

Negs for buyers was never going to work, even without the retaliatory negs from sellers.
UID's do the job, blocks for any buyer with those 2 strikes in 12 months work if the sellers have those blocks in place, and if sellers take a minute or so to put the UID in, instead of posting an irrelevant -ve on the buyer's lovely feedback.
How long is it going to take before sellers realise the basics of this.................
"Slaps head...................."
O.K. they can start a new ID..............is that going to change if they have negs on an old ID? I think not.................

The ones who are most at fault are the ones who advocate leaving false postives before they close a NPB and then assume that 1) somebody will read it and 2) they are so clever and not breaching policy.
I certainly wouldn't want to be wearing pyjamas and leaving those comments if the NPBs had any idea of the courses open to them.

How do you know many sellers don't use the NPD system and issue strikes?
Why wouldn't they do that to get their FVF's refunded?

Because they are the ones who leave false positives, presumably.
Or it's unfounded opinion.

leave false positives vs lodging disputes and getting your fees refunded?
I know which one I would choose.

This is the pojnt where you need to actually be objective and proactive. There are avenues that you can pursue, and I doubt that not being able to leave a buyer a neg has anything to do with them.
And I suspect one neg in 10 years is going pretty good, even though you don't seem to have huge volume. And this account is less than 4 years old. And is a buying only account at the moment.
So, presumably you are venting and don't actually want advice. I will, therefore, respect your wishes.

I have yet to see a poster come to the board complaining that they have received a policy violation for having feedback they left for a buyer or seller removed.
I'm not complaining, but I did receive a policy violation for the feedback I left a non-payer. It was on another of my accounts, and was some time back. Here's a screen grab of part of the email I received from eBay:
