Can buyer open a second return after closing initial one?

So I did some googling (word??) and it seems that only 1 return can be opened. However I'm sure I've had instances in the past where a buyer opened a return, the return was closed for whatever reason, and then the buyer opened an item not as described return. Is this possible?
Just briefly, this is a new buyer (first purchase is the one from me). Received many, many messages from the guy, like 25 in less than 24 hours. He then opened a return before I'd even sent the item (purchased by mistake) then closed the return. I'm thinking this guy is going to be a problem. Just wondering if he can open an item not as described return after already closing the initial return?

He can through PayPal, if that is how he paid
Or by doing a chargeback with his bank
If the dude sent you 25 messages in 24 hours, try reporting him to eBay for harassing you

Why did he cancel the return?
If it was me, I would cancel the transaction saying 'problem with buyer's address'....and BLOCK THEM!

He said he created the return by mistake. He's real flaky. He sends message after message and half of them are almost impossible to understand.

I don't think he can open another return as such but I have read that a person can open a claim for item not received and if they then receive the item before the case is resolved, they can still open a claim for item not as described, if it turns out there is something wrong with the item.
If this guy is telling you he purchased by mistake & his 25 messages are about that, I think I would be inclined to cancel the transaction. It's annoying because I don't believe a person could buy plus pay 'by mistake'. It's a change of mind, pure and simple.
But the man can also give feedback & if you insist on sending the item, he is sure to be disgruntled and will likely find fault. I can't see things ending well.
May as well cancel, block him and cut your losses.
PS Just noticed he apparently says he opened the return by mistake.
Does he seem to really want the item or is he scared stiff he has made a 'mistake' buying it? That's the crux. If he seems at all iffy about the purchase, I'd cancel.
