Hey. First time poster here 🙂
So basically there is a member who has just won 3 items via Auction. I have not heard from them as of yet (it has been a couple of hours) but I've just noticed their feedback and it is all negative. I have contacted a couple of the members who left this member negative feedback and they have said the same thing, that the buyer asks for the item to be sent first and will only pay once they receive the item - which I know is not allowed and possibly against the rules.
They have only joined about a week ago and as I said, nothing but negative feedback. So I am wondering if it's too early or should I with the 3 items do the Second Chance Offers so-as other bidders who lost may be able to buy the item?

You must wait 4 days and then you can open non payer disputes.
To do this to the right of the item in your sold list is a drop down.
From the drop select Resolve a problem and follow the prompts to open non payer disputes.
Then you need to wait another 4 days and you can close the disputes.
You will get your fees credited back, they will get a strike and be blocked from leaving feedback.
Then you can offer to the next bidders or relist.
Do not leave false +ives for them as that is a breach of policy and if the buyer reports it you will get a sanction from ebay.
Add them to you blocked bidder list Block bidders
And put in place the blocks to stop non payers with strikes.
To put these blocks in place hover your mouse over account in your my eBay page and from the drop down click on Site Preferences then go down the list till you see Buyer requirements and to the right of that click on show then click on edit. From there you can put in place the blocks you want

you should also report the other sellers for leaving positive feedback with a negative comment, its also against the rules, but obviously those sellers dont care about rules either.

With the type of items you're selling, it either sounds like a new member who has just joined and bid on things for fun with no intention of paying at all ....... happens all the time
Or
It could be a Scammer .
As advised already, put all your buyer blocks in place.
Always beware of spoof/phishing emails you may receive and run all your spyware, keylogging and virus protection and change all your passwords regularly.
As far as the suggestion above to report the Sellers who have left a brand new ID positive feedback with a negative comment under these circumstances , that's utterly ridiculous IMO

there is nowhere in the rules that says you can do that under certain circumstances. It is breaking the rules full stop. Sellers want buyers the follow the rules but are only to happy to break them themselves.

Ok so this morning (after sending them a message), they have no intention of paying for the 3 items. They have said they will only pay for the item once they receive it.

the same answer as previously advised above
they bid, they commit to pay, they pay, you send.
just wait out the 4 days and open an unpaid item dispute. Under no circumstances leave any feedback.

PS: you cannot offer the second-chance thing until the original bidder an unpaid item dispute has been closed, so just hang in there

As you have not read the comments you have no idea if the comments are "negative", it is not breaking the rules to leave a comment for a non-payer it just should not be "negative."
I note your comments regarding reporting the seller bsal, what about advising reporting the non-paying pest directly to eBay for this type of buying behaviour ?
OP that is what I do, their account needs to be shut down, asap, and such action will only be taken if sellers advise eBay directly of the buyers demands. eBay can then review the pests messages to sellers for all the purchases they have made, and take action accordingly.
My goodness bsal please, please if you are going to regularly give advice at least be familiar with eBay policies - currently, it is only the non paying pest can seek removal of the feedback comments they have received.
