It's about 18 cm long, both ends screw off and has three round plastic circles on it.

Just replaced some old sheers. Tracks etc were already there, so was just hanging the new ones, really. I'm not sure it came from him; that was just one of the possibilities.

Could well be. Someone else pmed me with that suggestion too.
Only problem is that there is no room bewteen the the white plastic rings and the silver rod. They slide freely and can't be locked into place, but you wouldn't be able to fit a hook there.
Some further information - it's quite heavy for its size.

I can't see where you've mentioned what that is.

It's stainless steel.
Hubby has weighed in - his guess is something to do with knitting, or sewing or embroidery. I used to ew and knit many moons ago but have never seen anything like this.

Nothing to do with any of those things IMO.
Still reckon it's a Bodhran Tipper.
Been googling. And I reckon it's hollow, to store the 'brush/reeds'
The plastic rings are to hold the brush/reeds together.
The reeds give the drum a softer sound.
