The plastic rings are to hold the brush/reeds together.
I have no clue what it is, but the plastic rings are on the outside of the...thing, so they wouldn't fit inside if they were holding reeds that are supposed to go on the inside.

I misread your post (was thinking you meant the rings go on the reeds, then inside the case), but if the reeds do go inside the case, the rings will still be too big to hold them together, because the capacity of the reeds has to be smaller than the case in order to fit inside them, so they'd be loose if a ring that fits on the outside of the case went around the reeds.
The shape certainly matches them, so I'm not saying it's definitely not a bodhran tipper, just that the presence of the rings on the outside doesn't match the suggested use.

Yeah, but they are obviously rubber rings / bands that have beed doubled around the handle and reeds - if I read the OP correctly (and clearly I don't always), the rings on this are plastic, with no flexibility.
Also, I couldn't find one example of a metal bodhran tipper or case. They might be out there, but every single example I saw was wooden.

Assuming that the rings do indeed have nothing to do with the function of the item, could it be a container for a replacement cartridge for a pen?
