The 18 cm is from end to end including the bilbous ends. Without them, the rod part is about 11.5 cm.
It is quite heavy - the rod weighs 32 g, the rings don't register any weight, and the 2 ends weigh 74 g (together, not each).
The diameter of the rod is about 1.1 cm, so not wide enough (or long enough for certificates, and perhaps to small for the Bodhran Tipper, but then I'd never heard of one until it was mentioned in this thread!

Sorry it took me a little while but I've updated the thread with the specs, though I think this one got a little lost.
Of the few commentors (there may not be any more), toilet roll holder was favoured, but I believe it's a best guess scenario rather than being certain (realistically, though, unless it's a device that has a specific use, if it's a decorative fixture, best guesses may be the closest we can get - by which I mean, if you looked at a rod of something like a toilet roll holder but had no idea where it came from, you could say "it may be used for this" but there's no way to be genuinely certain unless you had the other components to piece it together).

If it's part of a toilet roll holder then to me it's the most complicated toilet roll holder I have ever seen lol.
The design is ridiculous for that purpose.

So, I've been researching modern and vintage toilet roll holders.... (There's a phrase I never thought I'd say ), and - while its still feasible, I agree and think it's unlikey. There are rods for holder that look similar to the item in the pic, but they either have other things affixed to them as part of the complete unit, or there are very clear recesses between the ends and the rod so that it can slot in and out of place, so for there to be a design that doesn't utilise either of those would be very unusual.
One more suggestion has been made, and that is the rings are separators for when multiple things are added to the...device? Their example was cotton reels or ribbon and both ends are removable so that you can easily access a spool that has run out on either side. At 11cm long, it'd be from a pretty small spool rack, and spool racks tend to favour function over design, but it's something else to think about.
Edited to add - if it is possible it's from a rack, maybe jewellery display?

Ok if you could just put the darn thingy together as one piece and photo it with a white background so maybe the 'what the hell is this thingy' on google might be able to figure it out lol,please thank you it's driving me nuts haha
