I have had an "item not received" case opened against me . The item was sent Austpost in a small parcel using Ebay's postage label generator . I lodged the item the next day, have a postage receipt showing the buyers postcode, and tracking shows it was delivered 3 days later. I have opened a case with Austpost to see what they can tell me about delivery, see if the postcodes match etc and I have informed the buyer through the resolution messaging of this.
I have twice asked the buyer to verify their address but they will not respond to this question. I was initially convinced this was a genuine case of miss delivery but the fact that the buyer is avoiding verifying their address made me a bit suspicious, so I checked the buyers feedback , which was all good . Then I decided to check the feedback the buyer has been leaving and I see that in the last month they have left twelve feedbacks claiming their item has not been delivered
I need to know how to bring this to the attention of ebay when dealing with my case and also how to protect myself from the negative feedback this scammer is about to leave on my record.
Also wanted to know if there is a way to potentially block buyers who habitually lodge claims of non delivery.

Buyers can only have positive feedback , so nobody knows if the buyer is good or not
(Plus have they any 'false positives' where the seller has given a green tick with a neg comment?, or any 'eBay automated feedback (left by eBay bots and not actual buyers?)
Have you uploaded the tracking to the actual dispute?
And yes, you are free to block any buyer you wish on your blocked buyer page, so they cannot do the same thing again in future
There was a buyer who posted here a little while ago, complaining a seller 'wouldn't refund when asked' and although they were leaving sellers green ticks, the comments were along the lines of 'item lost' 'refunded' etc
eBay Help is at the top of every page and you can type 'speak to an agent' in the chat bot
Usually (mostly) anything an agent says is just typed from their pre written scripts, and they will tell the person they will do x y and z (they don't) but if enough people have already reported this scammer, you'd like to hope it might be possible to point out the pattern of this piece of work claiming they don't receive time after time after time

This buyer does have positive feedback but I checked the feedback the buyer has been leaving others , out of the last 13 feedbacks they have left 12 of them are saying the item was not received. This is in the last month

Tracking was uploaded as I purchased the postage label through Ebay - uploaded automatically.
I was more wondering if you could create a general rule along the lines of " Block any buyer who has left more than one Item not received feedback in the last 12 months or any buyer who has left more than X negative feedbacks in the last 12 months"

Click on Contact Us at the bottom of the page.
On the right you'll see the automated assistant.
Ask to speak to an agent or supervisor
and / or
Click on Report a Buyer / Report the abusive behaviour

It doesn't matter if the label was purchased through eBay, or if the tracking number is attached to the transaction... if you don't upload the tracking to the request and the buyer asks eBay to step in, the request will be closed in the buyer's favour... and you'll cop a defect for "request closed without seller resolution" (or something similar).
You create far less headaches for yourself by simply uploading the tracking number.

when I go to upload the tracking I can see my tracking in the box , albeit very faint - I cannot change or alter this. I can update tracking in a box that appears below this - which I have now done - but I am just supplying the same number.

... and that's exactly what you were required to do.
I had a buyer recently who left a neg saying "Item never arrived and was probably never shipped. I now have one very upset little boy.".
I checked their feedback left for others and found out of their last 200 comments, they alleged 22 items hadn't arrived and 37 were not as described... that's a whopping 59 red dots on the same page - all with almost identical comments, and every last one mentioning one very upset little boy.
Instead of responding to the request, I opened a chat with an agent. Within about 10-15 minutes, the request was closed in my favour (and it was an untracked item), and the feedback was gone - all 59 false claims - and so was the buyer.
Rest assured, if there's a visible pattern of abuse, eBay will most definitely take action
