The questions appear to be real, but the reasons for asking them also appear to be dubious given that there have been posters offering detailed information and advice, much of which has been promptly ignored and then the same question asked again in a new thread.
@As to the question at hand, I don't know the answer, I can only say that the store that has been linked to definitely has the older format, you can tell that by the frame, navigation menus, promo boxes etc. You can also be reasonably assured that they have an anchor store (which is the most expensive store subscription @ $500 p/m), because the eBay search bar doesn't appear at the top of the page when in their store - that option used to be available for featured store holders, but disappeared some months back, which also confirms that there are some features available to anchor stores that aren't available to others, aside from the free listings / lower fees etc.
It's possible that the store is using independent HTML to adjust the store layout (only available with old store format), but unlikely because I've seen it in other, completely unrelated stores, unless the code or template is widely available somewhere.
Only someone with an anchor store would be able to confirm if that layout is an option provided by eBay, or something else. (I have a featured store, new format, no layout options other than list or gallery view, neither of which display like that).

I have had my store for several years, though.
Based on that info, I'm going to go out on a limb and say it's simply how the listings display in the old store format, since (unless I'm mistaken) you haven't used anything other than eBay's options (i.e. no custom HTML), and yours display the same way.

First item I clicked on from the link supplied (Starter Motor Yamaha) and was hit with a detailed description of what I could be buying...
If it was a toss up between a 1 line description and that detailed description, I know which eBayer I would be leaning to for my purchase!
Not trying to labour the point (SPEND YOUR TIME FIXING YOUR DESCRIPTIONS), but I do notice he has sold 72 of those Yamaha Starters...

Good question often wondered how some stores are set up like that maybe is for store packages above the basic store > not sure maybe someone can shed some light on this.
