Hi I posted an item with tracking, no signature, and it has not been received. The tracking info shows that the item is in transit and has been so for four weeks.
I have filed a lost property with APO. I have been emailing the buyer telling what I have been doing.
My question is if it cannot be found in the system do I have to refund? ($15)
Cannot see on Paypal site if I will be compensated.
I would appreciate advice from experienced sellers. Thank you.

The word is that the posties will be instructed to ignore safe drop stickers, so whether or not they are on parcels will probably make no difference.
From July 1 I believe.

stamps are legal tender
coloured stickers that no longer comply with an entity's policies are not.

If I have up to 3 small padded bags to be delivered, the postie will carry them and bring them to the door. He scans them and if I have to sign, I sign. If not, he'll come out with some smug comment and I'll accuse him of stalking me (we have got to know each other over the years). If I'm not home, he leaves a card in the box. Sometimes if there is just one small one that doesn't need to be signed for, I've seen him scan it and pop it into the letterbox. If it's raining or snowing he just leaves a card. If it's a small box, I get a card. Larger parcels that the Aust Post courier delivers will be left at the door if they don't need to be signed for, or taken back and a card left in the door if I'm not home (which invariably flies off when it's windy, like today I found it in the garden). I have never lost a parcel yet, despite backing onto the seedy area of town, where I often see low lifes walking past.
You have to understand, the posties on bikes can only carry so much in their bags.

To clarify, per cq_tech's screen shot, the receipt from AP must include the postcode?
I have just started using the eBay labeling system and on checking my receipt tonight it has the Article Numbers were listed but no post code.
Today I asked the PO staff to be informed they didn't know about recording the post code, and weren't interested anyway. They suggested I try the PO down the road(!)
Sooo, AP can indeed record the postcode x Article Number if they know how to/can be bothered?

The eBay labelling system has the entire buyer address registered. As does Click and Send. You don't need a postcode when the address is part of the transaction.
Your lodgement receipt is proof of posting and that is all Paypal require.

And this is why I insist that everything goes signature on delivery (or registered post as applicable to large letters etc). Plus insurance if over $50 value. You can insure an item up to $300 without signature too, but for the $2.95 (which the buyer pays) it covers me and the buyer. Paypal is very biassed towards the buyer, they pay none of the fees and get all of the protections, so we sellers have to protect ourselves.
Only ever had a couple of people not wanting to pay the extra, in which case they are asked to pay via direct deposit, which they have done quite happily.
