Click on your account,then click on site preference then scroll down to buyer requirements,there you can then type in the buyers ID and block them.
You can also block others by clicking on the selling preferences.

In My eBay click accounts, left hand side, 4 down click, Site Preferences.
Half way down the page, Block Buyers who, right hand side click edit.
Bottom of page, click Blocked list.

It will stop them from making further bids, but if they have already contacted you it wont prevent further contact for a couple of weeks. there is also a check box to prevent blocked bidders in general from contacting you, but again it does not work immediatly if they have already sent you a message.
