IF this was a scam...

If this item / seller is a scam..

151503479687

( sold nothing in a year, used to sell window tints, website doesn't exist, etc etc)

and I bought this, and it never transpired, then of course I would get my money back through paypal / ebay's guarantee?

What would be in it for him?

It may be legit but I see lots of red flags..

Is it a safe bet and if not, what's the worst could happen to the buyers?

And wow, never seen such a long id history!

Warranties

eBay members who offer items on eBay valued at more than $15 and who offer either a written warranty or service contract with the items must in their item descriptions provide one of the following:

The full text of the written warranty

A statement explaining how a free copy of the written warranty can be obtained upon written request

A link within the listing that takes members to the warranty details

Violations of this policy may result in a range of actions, including:

Listing cancellation
Limits on account privileges
Account suspension

Re: IF this was a scam...

The listing in the op - the seller would probably have any payments received held by Paypal for up to 21 days even though the selling a/c isn't 'new'. See 'high risk' below

There are a number of reasons funds might be placed on hold:

New to selling

While you gain experience selling on eBay, access to funds from buyer payments may be delayed to help ensure items are sent as promised. Rest assured this is a temporary situation.

Payments from your buyers will only be held for new sellers if:

It's been less than 90 days since your first successful sale; and
You've had 25 or fewer sales transactions; and
You've had less than $250 in total sales.
Once you've met all the above criteria, payments from your buyers will generally be available immediately.

High risk

Let’s start by saying that 'high risk' does not necessarily mean 'bad seller'. There are a number of reasons you might find yourself or your transaction being identified as high risk. These could include:

The items you’re selling have an exceptionally high selling price
We’ve identified unusual selling activity
Your selling performance is Below Standard
You’ve recently had your account reinstated
You’ve had a sudden spike in eBay Money Back Guarantee cases or PayPal disputes or claims

Here are a few other reasons why your payments may be delayed:

You've started selling in a new category.
