"its best you contact your buyer to try and resolve this"
"the comment doesn't clearly indicate a positive response"
"the comment isn't what we consider vulgar or offensive"
etc etc
When you ask to talk to a supervisor they will assert that the supervisor will say the same thing and nothing will change. When you insist to speak to the supervisor anyway they are updated by the CS member of what was said and what the outcome was and will support their team member 95/100.

I leave positive feedback as soon as a buyer pays for an item. If they pay, their part of the transaction is complete. Even if something goes wrong (ie item not received or not described), sellers cant leave negative feedback anyway so I cant see the point in waiting to leave feedback. Also I find buyers appreciate receiving immediate positive feedback and I believe it helps to attract repeat buyers. It has worked for me.

yes that is what i do i believe it is a sellers obligation to ackowledge a payment when it is received

As far as obligations go, buyers are obligated to pay for an item, sellers are obligated to post an item within the timeframe stated within their listing.
Neither buyers nor sellers are obligated to leave feedback as it is voluntary, and should they choose to leave feedback, eBay do not dictate when it should be left AS IT IS VOLUNTARY.

yes i know it is voluntary what i realy meant was i think it is good manners to acknowledge there payment (even more so for fast payers)
i dont care at all if i dont receive feedback
