So now Ebay are withholding money.... I have to send a $300 dolar item to a customer without receiving a dollar for it untill 21 days later. Does anyone in Ebay actually have a clue what they are doing? Do they have any business experience at all?
Would like to know if anyone can recommend any alternative selling venues - thinking it's about time to abandon ship here.

I don't see where it says you have to do this 25/250 each month......?
I spent about an hour arguing that point with them this morning...... end result is, they are going to reword the policy.... not sure of the legality of that little gem either, but that isn't going to stop them.

Oh my goodness! You and I are talking the same language. I'm disgusted. I've just realised Paypal are holding MY funds too, and I've spent the time advertising, paying exorbitant fees to Ebay and Paypal, only to have my funds held for 21 days. And right before Xmas when I need my funds the most! I am going to do business elsewhere when it comes to selling. This really stinks.

Also as with others a great many buyers do not leave feedback and I also have many sales that are local pick up so therefore no feedback or ability to list as "sent".
And would it be my paranoia to suggest that eBay and PayPal by doing this are able to hold onto greater amounts of money therefore benefiting from any interest earned on the funds, it would be a tidy sum being held at any one time, I would suggest this is another manner in which to make some dollars by reducing customer service. No sorry could not be true, just my paranoia.

That's a lie. I have over 120 feedbacks and ebay is still holding my money for 21 days. As I was saying earlier, the item was delivered 2 weeks or so ago, and the buyer left a positive as soon as he received it. Tracking number says it arrived too. It was an ebay postage label also.

Ok, so people keep posting the policy wording and saying people are confused. Yes we are confused. Ebay are not sticking to the wording of this ridiculous policy, they are applying it as they see fit. I spent a lengthy phone conversation arguing this point with them, that the use of the word *and* between each of the clauses meant all of the clauses needed to apply for the money to be withheld, had to explain the meaning of the word *and, vs the word *or. They were eventually willing to concede that the policy is incorrectly worded, not that it has been incorrectly applied. They even rang me back again to further argue the point and again had to concede that the wording is incorrect.
I wonder about the legality of them directing a third party to hold money that at no point is their property. Each transaction is between buyer and seller using paypal as an intermediary. AT NO point can Ebay claim that any of the money changing hands is theirs so how can they legaly direct paypal to withhold money that should at that point be the property of the seller?

Depends if that 25 feedback needs to be from buyers... feedback received as a seller.
