Unfortunatly had to cancel a sale and refund a buyer,My payment for sale had not been sent out to my bank,presumed Ebay would refund buyer what they had paid as Ebay still had all funds in hand.But No,,Ebay are asking me to send another $27 dollars to complete the refund to the buyer ,They have all the payment in hand,Why are they asking for additional payment from Me,,When I have not recieved any payment into my bank.from this sale yet..

The payment that the buyer made is refunded to the buyer from the funds that eBay has. But you still need to pay eBay fees( which cannot be taken from the buyer's payment as all of that has been refunded). This is why eBay is asking you for money.

What was the reason for cancelling the sale. in some instances ebay does not refund there fees, and therefore you the seller are required to cover this portion of the refund.

There you go. eBay doesn't refund fees when you use 'out of stock or item damaged'

If the item is sold and then found to be damaged prior to shipping, it is best to advise the buyer and give them the option to proceed with the purchase or not. If they decide not to proceed, then you can cancel at buyers request and ebays fees are refunded.

I remember having to cancel a sale years ago.Probably 10 years ago.I didnt need to send any extra money for the refund ,The thing is here..They have not sent me any payment yet.They still have the payment from the buyer..Why are they asking extra money from Me.

They haven"t sent me any payment as yet ,,They still have buyers payment in their hot little hands.Why ask extra payment from me.Also I have only had to cancel once,Years ago,,I was never asked for extra payment before...I wish they were easier to contact ,So it can be worked out with them.

There is nothing to workout. Your funds minus ebays fee were on hold, ebays fee is not refundable due to reason for cancellation, the buyer is entitled to a full refund.
So in a nutshell, you are responsible for the full refund + ebays fee.
What may have happened 10yrs ago, is irrelevant, as at that time your payments were not processed via managed payments and you were billed monthly and paid ebay fees separate to individual transactions.
