I sold a camera for $451 and was charged $63.13 a selling fee. Rip off in anyone's language !! Trying to speak to EBay person seems impossible.

Not in my language, you agreed to the 13.9% fees when you listed, along with the eBay postage.

Why did you proceed with the listing?
The fees are not hidden
What are you going to talk to eBay staff about?
You agreed to the terms, fees included when you listed
You have been on eBay nearly 20 years and says you have sold 175 items
Not as if you are a newbie who does not know the bare basics

Ebays fees are as cheap as chips.

That's nothing.
The thing I don't get is they don't refund promotion fee when a buyer what's to return an item. I had a few cases when the buyer abused the chargeback scheme. and then ebay kept the promotion fee. not the best practice but I guess it's what i am signed up for.

You know this before deciding to promote items, and you should be taking it into account when deciding how to promote and at what cost.

It is not impossible, you just need to wend your way through the Help section & get into the chat & persist till a real person comes online.
But don't bother.
Also in the Help section, you'll see a separate spot where fees for sellers are clearly listed. The fees are the fees and it isn't as if they are hard to find. No ebay rep is going to lower them for you when there has been no problem and in fact the ebay platform found you a buyer.
I don't sell now but back in the day (many moons ago) we sold a few thousand items and always, always, we knew in advance exactly what the upfront listing fee would be and what the commission rate was.
From memory, we paid a listing fee every time we listed an item, whether it sold or not.
It is always a good idea to know roughly what you're going to be up for in fees before you list, so you can work out your listing price.
Even though we knew in advance what the fees were, yes, over each month it was surprising how much they added up to, but that was the cost of doing business. We also had a market stall a couple of times and a garage sale. You pay upfront fees on those whether you sell or not. We found that to have a garage sale advertised in the local paper was over $50 for 2 lines. And that was well over a decade ago.
So all in all, ebay fees are competitive in that you're getting a wider audience plus it is all automated so most times, you're not being bothered with constant queries or low ball offers. But you could in future try a site such as marketplace, though you pay there too if you wish to promote your listing.

Ebay fees are very over-priced for the lack of reach they bring to individual shops. It might have been a fair arrangement in previous eras but nowadays ebay's reach doesn't justify the fees they charge.
